Safe to remove if you're not using VoWifi.
You need to know that:
3GPP is a standards organization for mobile telephony (2G/3G/4G/5G).
Non-3GPP RAT refers to wireless connection methods not specified by 3GPP, including Wi-Fi.
ePDG (evolved Packet Data Gateway) secures connections over untrusted non-3GPP access, commonly used for VoWiFi (Voice over Wi-Fi).
Commands
adb shell pm uninstall --user 0 com.sec.epdg
To put it back:
adb shell cmd package install-existing com.sec.epdg
Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
