eSE UCS Plugin is another package from UCS. It makes possible for apps to access eSE of Samsung mobile devices by using the UCM

(Universal Credential Management) APIs and framework.

To put it back:

adb shell cmd package install-existing com.samsung.ucs.agent.ese

Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
