What it is
RCS (Rich Communication Services)
Has permissions linked to com.samsung.cmh, and com.samsung.android.visionintelligence (and I don't understand why).
RCS is a communication protocol between mobile telephone carriers and between phone and carrier, aiming at replacing SMS.

Uses IP protocol, so it needs an internet connection.
It's a hot mess right now. It aims at being universal but only exists in Samsung Messages and Google Messages, because Google hasn't released a public API yet, so 3rd-party apps can't support it.
In a lot of countries messages go through Google's Jibe servers.

Commands
adb shell pm uninstall --user 0 com.samsung.rcs
To put it back:
adb shell cmd package install-existing com.samsung.rcs
Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
This is not the directory. Here we say what a package is in general; what happens on your particular television is on your model's entry, and that one wins. The same package can be dead weight on one set and hold the home screen up on another.
