If you're not a Vodafone client but still has this package on your phone you can delete it.

For Vodafone client, I don't know what this package does.

Commands

adb shell pm uninstall --user 0 com.qualcomm.qti.telephony.vodafonepack

To put it back:

adb shell cmd package install-existing com.qualcomm.qti.telephony.vodafonepack

Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
