What it is
It is a protocol specified by the Open Mobile Alliance (OMA).
It is used by carrier to send "configuration SMS" which can setup network settings (such as APN).
In my case, it was automatic and I never needed configuration messages. I'm pretty sure that in France this package is useless.
Maybe it's useful if carriers change their APN... but you still can change it manually, it's not difficult.
Note : These special "confirguration SMS" can be abused.
Commands
adb shell pm uninstall --user 0 com.motorola.android.provisioning
To put it back:
adb shell cmd package install-existing com.motorola.android.provisioning
Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.

This is not the directory. Here we say what a package is in general; what happens on your particular television is on your model's entry, and that one wins. The same package can be dead weight on one set and hold the home screen up on another.
