LPPE = LTE Positioning Protocol enhancements/extensions (LTE = "4G")

Positioning and assistance protocol between E-SMLC (mobile location center) and UE (User Equipement = phone)

I don't know the app has the permission to read SMS

Commands

adb shell pm uninstall --user 0 com.mediatek.location.lppe.main

To put it back:

adb shell cmd package install-existing com.mediatek.location.lppe.main

Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
