What it is

Cell broadcast is designed to deliver messages to multiple users in an area.

This is notably used by ISP to send Emergency/Government alerts.

Runs at boot and is also triggered after exiting airplane mode.

Commands

adb shell pm uninstall --user 0 com.google.android.cellbroadcastreceiver

To put it back:

adb shell cmd package install-existing com.google.android.cellbroadcastreceiver

Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
