What it is
Finds and auto-connects to available hotspots to minimize cellular data consumption.
Auto-connects is not a good idea. You are ok if you go on HTTPS websites. Use a VPN if you want to hide the domain names you visit, avoid usage restriction (no P2P, blacklisted websites...) and encrypt HTTP traffic.
Commands
adb shell pm uninstall --user 0 com.att.android.attsmartwifi
To put it back:
adb shell cmd package install-existing com.att.android.attsmartwifi
Every removal listed here is per-user only: the system image is untouched, and the restore command puts the app back from the copy already on the device. Nothing is downloaded.
